The Financial Analyst carries out accounting and financial reporting processes, performs analysis, recommends options, and presents findings to the Finance and Performance Management group in relation to accounting and financial reporting. He/she is involved in various aspects of financial reporting including production of financial statements, notes and other internal and external financial reports, close processes, assisting with the on-going maintenance, application and improvement of internal controls and financial processes to ensure that the accounting policies and financial reporting requirements are met, in compliance with applicable standards, efficient and consistent with and comparable to industry best practices.

YOUR CHALLENGE:

  • The successful incumbent will participate in the review and analysis of accounting policies and practices against financial reporting requirements as per International Financial Reporting Standards (IFRS), the Financial Administration Act (FAA) and related Treasury Board standards and directives to ensure on-going compliance; 
  • monitor changes to financial reporting requirements, evaluate the impact and propose appropriate changes to accounting policies as required; 
  • perform detailed financial analysis of various financial information required for monthly, quarterly and annual internal and external reporting, such as financial statements and Management Discussion and Analysis (MD&A); 
  • recommend draft disclosures for inclusion in the Financial Statements, notes and MD&A section of financial reports; 
  • analyze the impact of financial reporting requirements on accounting, financial systems, business processes, policies and people and ascertain if changes are required to collect or produce required information to ensure the timeliness, accuracy and completeness of financial data;  
  • help ensure that financial reporting and internal control policies, systems and processes are and remain compliant with legislative requirements (i.e. IFRS, the FAA, and applicable Government policies and regulations); 
  • participate in assessing and documenting required changes to business processes, financial policies, and financial controls to streamline and further automate both internal and external financial reporting (i.e. coordinate development and maintenance of financial reports and related tools);  
  • highlight any challenges expected from a business or accounting perspective with the implementation of changes to standards, accounting policies or processes and propose recommendations;  
  • and assist with the preparation of financial reporting status updates, presentations and briefings to CCC staff and other stakeholders.

YOUR QUALIFICATIONS:

Education/Experience
  • Graduation from a recognized university with an acceptable degree in accounting, finance or a related discipline or an acceptable combination of education, training, and/or relevant work experience 
  • CPA designation is required with an active membership in good standing.
  • 5 to 7 years of demonstrated relevant work experience including progressive technical accounting experience involving the analysis and application of accounting standards including quarterly and annual reporting 
  • Experience in preparing financial statements, and developing notes to financial statements and reports, including quarterly and annual reporting, in accordance with applicable accounting standards 
  • Experience in the development, implementation and improvement of financial controls, policies and processes including monthly, quarterly and annual close and reporting processes
  • Significant experience analyzing, interpreting, and applying International Financial Reporting Standards (IFRS)

Language Requirements

  • Fluently bilingual (English/ French) – C-B-C imperative (Candidate must be able to read, write, and communicate orally fluently in both official languages)

Knowledge of:

  • Extensive knowledge of International Financial Reporting Standards (IFRS) and application to financial accounting and reporting
  • Public Sector Accounting Standards (PSAS) will be considered an asset
  • Financial management and reporting principles, policies, procedures, best practices and systems
  • Designing, implementing, testing and monitoring of the system of financial controls
  • Mid and upper-tier financial systems (ERP)
  • Legislative requirements and statutory reporting requirements within federal crown corporations will be considered an asset
