Canada’s G2G for DoD
Canada and the United States have a unique contracting relationship for military acquisitions anchored in the Canada-U.S. Defence Production Sharing Agreement (DPSA). As Canada’s foreign military sales agency, we are funded by the Government of Canada to:

With the U.S. DoD Prime Contractor service, Canadian businesses have the expertise and support they need to sell their products and services to the U.S. military. Not only do they have the Government of Canada as a sales partner, Canadian businesses can compete on equal footing with U.S. firms as they are seen as a domestic supplier.

Our U.S. DoD Prime Contractor service not only broadens the U.S. DoD’s supply base, it reduces their supply chain risk as we perform an integrity, technical, managerial, and financial due diligence on Canadian suppliers. Our service also reduces contract administration effort, provides assurance of value for money, and delivers a guarantee of contract performance.
Maintaining a trusted acquisition partnership
When we connect a U.S. DoD buyer to a Canadian company, we’re upholding Canada’s treaty obligations under the Canada-U.S. Defence Production Sharing Agreement (DPSA) which establishes Canada as a trusted acquisition partner. We are also embedded in the U.S Defense Federal Acquisition Regulation Supplement 225.870 (DFARS) to act as the prime contractor for U.S. DoD contracts for contracts greater than USD $250,000.

Who can use the U.S. DoD Contractor service?
Canadian businesses
We support Canadian businesses that have goods and services that are of interest to the U.S. military, have an opportunity to sell directly to the U.S. Department of Defense, and have a sales lead valued at more than USD$250,000.
Not just multinationals
Every year the list of products and services that Canadians supply to the U.S. military grows. In 2020-2021, U.S. DoD awarded USD$922 million in new export contracts to large and small Canadian companies through us. Of that, USD$37 million was signed with small and medium enterprises (SMEs).

L3Harris Technologies provides the U.S. Air Force with electro-optical infrared sensors that offers day and night imaging capability even in adverse weather conditions.
Field anesthesia
Thornhill Research Inc. provides the U.S. Marine Corps with systems to administer general anesthesia to patients requiring emergency medical procedures in a field environment.
Waste and water management
Terragon Environmental Technologies offers solutions to the U.S. Military which transforms waste into energy and purifies water for agricultural or greywater use.
Heavy equipment
LiftKing Manufacturing was awarded a contract to provide forklifts for loading and unloading of palletized cargo aboard ships. DART Aerospace now provides ground support equipment for towing, maneuvering and transporting helicopters on land while industrial manufacturer J.A. Larue can bid on snow removal equipment needs of the DLA.
What we deliver for U.S. DoD Prime Contractor contracts
- The Canadian supplier identifies a sales opportunity with the U.S. DoD
- The Canadian supplier assesses whether the meet the requirements of the U.S. DoD service or the solicitation and CCC provides information on the acquisition process, legislative requirements and policies.
- CCC supports the Canadian supplier in meeting the integrity compliance, technical, managerial and financial requirementsand obtaining the necessary security for contracting.
- The Canadian supplier prepares and submits their proposal, including due diligence information, to the US DoD buyer and copies CCC.
- CCC reviews the due diligence information in conjunction with the proposal. A “fair and reasonable” price evaluation is completed by Public Services and Procurement Canada (PSPC) on any sole source requirements. CCC also provides government assurance to the US DoD.
- CCC works with Canadian supplier and US DoD buyer to negotiate a mutually beneficial contract.
- US DoD buyer receives goods and services directly from the Canadian supplier. CCC manages all contractual issues and financial administration.
- The successful project is closed and the Canadian supplier explores other potential opportunities with the US DoD.
